fix(ci): format .github again, with the repository's YAML quote style (#543)

#542 kept biome out of .github to stop it rewriting the autofix workflow. That
hid the files from the formatter instead of agreeing with it.

This reverts the exclusion and gives the formatter the repository's convention:
single-quoted YAML. biome formats .github again, the workflow keeps its existing
quotes, and pnpm format leaves the tree clean, so autofix.ci has nothing to
commit under .github.
