docs(readme): phrase coherent MeterValues docs in user-facing terms (#2060)

Coherent MeterValues docs referenced simulator source symbols aimed at contributors,

not the operators/integrators the README serves. Rephrased to observable behavior:

- resolution scope: dropped getSampledValueTemplate and the random/fixed code-path reference

- OCPP 1.6 register: dropped getConfigurationKey/convertToBoolean and changelog phrasing

Documentation only; no behavior change.
